Mages in the Tevinter Imperium are far different from mages elsewhere, and I do lack flexibility because I have been locked up, used for work, taught the basics of what I needed to do to serve my captors, and had no expectations of freedom because to flee for it was death.

Let mages go after they've been Harrowed. They've shown they can resist demons. Just let them be, let them live, and then that's something, and freedom. But keeping them like cattle until you want to use them for your fight, or to heal your people, or to make runes, or potions... that's slavery. And that's what Fenris wants for mages.
