It's not just about keeping off the radar. An island is basically one big rat trap for the other guy. No more running. If someone found me, I couldn't stop them turning him into a weapon, or studying him to make more.

India...it's easy to live off the grid there, but it's not too hard to access scientific resources there, which isn't a common combination. And India has plenty of other people's problems to worry about.

Imagine he's a wildfire. A huge wildfire that you can't put out, and it'll jump any ditch you dig. There's nothing for it except letting it burn itself down. But if you have greenwood on one side and dry grass on the other, it'll burn towards the grass first.
