What would you fly in your world? [Those don't exactly exist on Earth.] There are regulations and licenses one must obtain if they are flying larger ships.

Those that can potentially transport more than people from planet to planet. However the vehicles that are strictly for traveling on a planet are licensed and regulated based on the planet's guidelines. Usually anyone is free to operate them.

You should open a driving school. Y'know, when you go off to be a hermit. Obi-Wan's driving school's got a certain ring to it.
