It's really disturbing how you can come up with ideas like that and then sit there and laugh about them, especially since "treading on pretty personal territory" might be a bit of an understatement. Stomping over it with the Punk Busters built out might be more accurate.

Besides, using the jail we have in Nautilus for the crimes committed there backfires every time. Every criminal that's ever been put in there ends up trying to take revenge after they get out. In a city like Nautilus where we're eternal and will is power, do you really think jail time is going to convince anyone to change?
That said, punishment does happen, just not the way you're used to seeing it handled and usually the Ascended deal it out.
