There are only two of us left who aren't retired, and I... don't like to think of Xehanort as a Keyblade Master. Even if he is one the path he's on has gone too far away from the meaning of being one.

It's not uncommon for people to be able to wield a keyblade, there used to be hundreds of keyblade wielders and Masters. I simply don't know of any others.
