What, magic? Yes.

Everything does, I guess, but any kind of power is like that...and this kind isn't so well-understood even by lots of its practitioners. Witches just get to choose what kind of price we pay for it, that's all.

That depends. I'm inclined to think so. If they're lucky, or if whoever is doing the magic is conscientious enough, they will know what the price is beforehand. It's a gamble.
