Fear is a fickle weapon. It can cut both ways. Far easier is to give no choice but to obey, until they know no other way.

What's awful is the stalemate in the Senate. The rebellion that tore away the governments of so many planets and gave them nothing but hardship in return. People scrape and pick over the bones of the old order just to eat. They care about survival, not your Jedi-minded ideals.

Quit thinking about yourself, boy, and think. It's all well to ask a group of rebels to lay down their lives, to face starvation, hardship, even death for what they believe in. But what do you tell someone who only wants to keep their family fed? Whose village is being starved because of Senate inaction? Or whose settlement is under attack by criminals and their government is too ineffective to act?
