Yep, full-out brothers. Odin adopted Loki when he was but a wee frost giant. Dunno why the myths say otherwise, but the running theory? Is that after every Ragnarok, the gods get reborn a little different. Gods are creatures of story, so they relive the same crap over and over again . . . the details just change sometimes.
Also, Odin's married to Freyja. Oh, and these days? Gaea and Idunn rule beside her, 'cause Odin's left the building.
