Shepard has his own way of thinking. He was a disappointment, either way.

I thought he would do what needs to be done, but even I can be wrong sometimes.

Thought all you cared about was getting results. You can't say Shepard and the team didn't deliver.

Unless protecting people from the Collectors wasn't really the result you were after.

Shepard was a disappointment for other reasons. His performance with the Collectors was exemplary, but there was more to it than that.

Too many missed opportunities. He didn't do the entire job.
