I know he isn't. In fact, I believe he's what Gotham needs as a sort of hero to look upon. Some call him the Dark Knight. Then others call me the White Knight. I believe working alongside him is the only way that we can help restore balance in the city. People view him as a vigilante but I know he's trying to help. Jim Gordon knows more than anyone else.

I do try. If not me, then who else? I stepped up to this position because I felt the need to. I couldn't just watch Gotham fall to it's knees because of the mob and the likes of the Joker. [He wants a good city for him and his fiancée to get married and have a life in. As much as anything else.]
