I wish I shared your optimism. She has shown no evidence to suggest that she will do anything but uphold Hylia's status quo.

They have sufficient reason to believe that she is too caught up in the responsibility of being Hylia's incarnation to think for herself. Her guard dog does little to help matters in that regard, especially considering the large amount of help Lanaryu provided him in the form of equipment, allowing him to take down Demise.
