Perseverance, as I have said. There is no use for politeness in such matters. Simply refuse to stop bothering them until they have agreed to hear you out. I have used similar tactics to great benefit on numerous British officials.

Of course this tactic is greatly enhanced by the possession of a stout shafted parasol. It really is the most useful tool a woman can possess.
