The administrators may be powerful, but they're not powerful enough to alter someone's mental faculties to such a state - not for very long, anyway, if the reports are true. Still, they seem...the best way of putting it is that they appear to be stronger than Grima or Naga.

On top of that, factions exist within the tower itself and have for a long time. Getting a united front together is far easier said than done for a newcomer...to say nothing of the environmental hazards.
