On more productive uses for "Time" and Eventual pleacement. Canon is In Time.
Who's going to care about the time before the system? If people have enough time on their hands to read over this massive amount of information you've compiled they could be doing a lot more for their communities.
Can I suggest donations to their local public parks and recreation, or perhaps a contribution to the Time Keeper's foundation for Victims of Time Theft?
