Not often enough that he should arrive with them - it'd be a one in a million chance, I'd think. Chain his hands apart like you guys do back home and he should be rendered pretty useless. [ Assuming they're legally allowed to. But who cares about the law. ]

That will only work if we get to them first. If he smooths them over, there's little we can do. [see this is why he was allowed to stay in the military.]
