Most issues with youkai can be dealt with by explaining why they shouldn't be where they are, or do what they're doing. It's not that hard to convince them to go elsewhere. So if you understand youkai you don't have to kill them to make life better for humans. Of course not everything is always so easy, but it's very rare to have to take it to extremes.
