It's a technical term that's another way of saying "forming friendships".

That and I imagine "social links" has more of a gaming ring to it than "making friends", but I'm not a game developer, so I couldn't tell you for sure.

Well, the location is in a small town, so I would imagine it would have things to do there that one could normally find in small towns. There is also the aspect of fighting Shadows.

Ah. Sorry. Shadows in this game are not referring to monsters literally made of shadow. They are more like repressed emotions and desires made manifest, if that makes any sense.
