My uncle never really mentioned paperwork duty to me, either. Even as Fire Lord, there's not much paperwork. Just a lot of negotiating and dealing with people in person. Guess things have changed over seventy years, but I can't say it sounds exciting.
But, even though it's just paperwork doesn't mean it's any easier. Hopefully you don't skip too many hours of sleep because of it.

It's amazing how little they mention about paperwork and drills. It's mostly adventure, adventure, swashbuckling adventure! and then a little blurb about a life long career and money.
