I have no intention of ruling Gotham. Not any longer. I broke the Bat, and found only defeat waiting for me. I have no desire to take on mantle of Gotham anymore.

We do not give each other orders. Scandal leads because she has earned that place. Make no mistake, none of the Six are superior to any others.
