I see. I do believe the Circle is required, perhaps in all worlds, but I doubt that we will have any power to create such. I worry that we will face something similar to that which created Tevinter... I believe in order and I would feel some ease in being one to oversee it.

There are not so many mages as that. Order can be made, but it is not hundreds of them that need to be guided. I expect there to be four, and four can be kept in check.
