Tis a dark time when I am forced to turn my blade on the Empire I served in the Great War. I bled, killed, and watched my brothers die for the Empire! And what was our reward? Our traditions, our very way of life was ripped from us! Say what you will about my methods or stance regarding the other races, but my fight is to secure a home for all Nords, where we can worship Talos in peace.
If the Thalmor would have its way, the Nords would be the only race in Tamriel that did not have a place they could call their ancestral home.

However, that is not my primary concern is reading Skyrim to face the wrath of the Dominion when they inevitably attempt to conquer us as they did the Empire. Once that threat has been dealt with, then I can turn my attention to more domestic affairs.

I don't have any 'influence'. I've never done anything for him that I chose to do. But how kind of you to tell me what is already obvious from visiting your city.

I apologize for my lack of acceptance of your story, but the Daedra have a reputation for twisting the souls of men and mer alike. Furthermore, I cannot dictate the actions of every subject in my city and do not condone open racism, but that is nigh impossible to enforce.
However, with the times being what they are, and the traditional relationship your people have had with the Empire does not help your case in the eyes of many.

But the worst of it isn't open. I'm not talking about insults or encounters on the street. I mean an entire portion of your population, living in squalor and having nothing in common but their race.

What you are encountering is the result of hundreds of years of culture. I can do nothing to dictate the thoughts and actions of those residing in my city, especially in the face of such long-held beliefs. I could have easily turned the Dunmer away when they fled Morrowind, and in fact many of my subjects would have preferred to see that. However, knowing what it is like to be without a homeland, I allowed them to stay.
But the quality of their refuge is your prime concern of course. What was I to do, then? Oust Clan Shatter-Shield from their ancestral homes and force them into poverty because refugees wanted a certain standard of living?
I am Jarl of Windhelm and my responsibilities are to the citizens of Windhelm first. The fact that so many were forced to flee Morrowind is a tragedy, but in the face of such circumstance, charity has its limits. Were it possible, I would gladly see the refugees in my city restored to their homes and wealth. However, I cannot take from those who live within my city like a common thief.

I apologize. Your kind doesn't normally have conversations with mine. The last time I had a close encounter with a dragon was at Helgen, and I barely escaped with my life.
When I was a boy, I traversed the 7000 steps and studied with the Greybeards until I received word of my father's death and that I was needed in Windhelm.
