Start by building large scale prison camps to keep all your enemies in and then having your Chi Blockers round up every bender in Republic City and put them there where they will be giving this choice, To have their Bending taking away and live forevermore as your slaves or to be outright exterminated by you're movement's technology. Repeat the process as you take control of the rest of the world.
