[Yes, she's talking about letting the Frost Giants into Asgard, among the lie he told Thor about Odin dying.

If only you knew the details of the atrocities committed; you'd see then for certain the state of his mind, which is not the same as the Loki you once knew.]

Born in a perpetual lie, and thus fittingly grown to favour them. What's become of me, Sif, is that I've mind to right the wrongs set against me. I do not expect for you to understand, you who would stand by Thor no matter the circumstance.
