He set those things on Manhattan. If his plan worked even slightly better, we never even would have made it there. He wanted a massacre.

Yeah, kind of, but isn't really comparable. Loki is a person, not a weapon. And the Tesseract we got ahold of our own damn selves.

It was never a force to be controlled. Even in Asgard, it sits as a guarded relic.
