It's not that. It's just . . . Haven's not very big, as far as places go. It's widely spread out, but in terms of population, I don't think there are more than four or five dozen of us "refugees" all told. Being a member of what police force there is isn't like back home. It's not a full-time job. More like being on call on an as-needed basis.
