Because angels, and prospective apping decisions are scary.

I wouldn't worry too much. Even if you don't make it in, you can always try again. It's not the end of the world, trust me.

...Anyway, I'm already stuck in one little town aren't I? Surely there's no real need to upgrade. I know you'd like to see more of my family, but I'm okay with who I have here. Seriously.

[Ah. Raphael may not be Michael or Lucifer, but he's not the most peaceable angel there is, especially in an enclosed town including Castiel.]

[Gabriel would like to, but he's not sure he can muster the optimism to believe the family will get less violent with time. Then again, if Raphael seems to think so, then it's at least worth listening... if only because it's been quite a while since they last talked.]

I'm saying I'm willing to get along. Am I willing to forgive past sins? Not entirely. But I have other problems to deal with than being angry at runaway angels, and given the enclosed environment a full scale battle between angels is nothing but cruel to those unable to get out of the way.
