(Though he'll recognize the chuckle behind the noise, Tim is still on his guard. One of his first encounters with Bane involved being in the sewers and watching as Killer Croc was one of the first to be 'broken.')

I can't let the hundreds thousands of people who live there die. But you don't have to do this, no one needs to die. Everything Gotham has accomplished in the last few years should prove that.

Even if everything you've said about the Dent Act is true, what it's accomplished is proof that it doesn't need to be destroyed.

As long as Gotham needs Batman to protect it, Batman needs Robin by his side to remind him...of what's important.

What the Dent Act has accomplished is a deception, a mask for the people of Gotham to feel secure in their cage. Such lies do not breed accomplishments, only a scent to disguise the poison.

For true accomplishments, the fate of Gotham must be laid into the hands of its citizens, which is what I have sought to do.

If what you're saying is right, if the Dent Act really is detrimental to Gotham, isn't there a better way to do this? There has to be a solution other than a military coup and a nuclear threat.

You're showing a surprising amount of care for the people you're planning to exterminate with a nuclear weapon.
