The United States is a problem.
Not for the conventional reasons, though culturally it's an asset, not a drawback, to be defiant, disrespectful of government and leadership. Europe has no such tradition. Russia is different. Africa will need another set of strategies entirely.
The United States is too big. The geography controlled by a single government is too broad. Any occupying force would have to be spread too thin to keep the population under control. It's a fact. For that simple reason, the likely site of most effective rebellion is here.
The only way to win is to destroy all industry, manufacturing, resources, agriculture.
Loki should know. I'm not at my best at the head of an army.
