I agree that having an organization dedicated to morale is important, and that it nevertheless seems a bit like putting the cart before the horse. Since someone is finally making an effort to establish a military here, it makes sense for someone else to establish a separate intelligence organization. Or counterintelligence, as the case may be.

I still think Miles would be bored here. He didn't want to go into ImpSec in the first place. Why would he want to... [A little wave of his fingers, as he's never liked repeating himself.]

Not Simon, either. It'd be like asking Sun Tzu to oversee grade school chess matches. Someone who works for him, maybe.

I don't believe I need to reiterate my thoughts about Count Vorkosigan's potential here in Luceti, as badly as you want him.

[Besides, either Simon or Aral would mean a Reckoning would be had, given his canon point.  Maybe he could weasel out of that one, depending.]

The Countess would be welcome, as always. Frankly, she is probably the only idea you've had so far that wouldn't send Ivan into hiding, despite how well he is adjusting to life in the village.

Any other suggestions should be run by me before you start performing general searches.  Please do not blindside me again.
