I'm not sure what circumstances your writer is referring to in regards to browsing icons. Certainly you can browse them when making a new post or a reply to someone else's post (there's a 'browse' button above the box she would type in), or if she wanted to see them without having to make a post, she could do it here: http://sailor_uranus.dreamwidth.org/icons and just replace my name with hers.
