... I can't imagine how frustrating it must be to occupy a place that has colluded to pull such an invasive prank against its inhabitants.

Rather than change something so personal, why not... dye everyone's hair ridiculous colours or mismatch all their socks. That would be far less unsettling than borderline mind control.
