But you don't exactly have many opportunities to cause Despair here, do you? At Hope's Peak you had everyone cornered and trapped in one place, rendering them hopeless. Everyone here is otherwise free...

[Alright, that's enough to make a believer out of him concerning Bill's supposed mastery over the mind. That doesn't change the fact that he's not suspicious- heck, he's even more concerned now, especially since he's confirmed his worst fears regarding being a 'substitute'.
