What about when it's warm? If you have some rule about wearing them, it seems silly to make it only apply to cold weather. And for that matter, why can't it be cargo pants if it's cold out?

In my world, when it's warm, practically everyone gets naked as nature intended. Well, not completely naked, shoes and socks still have their uses, and accessories too, but... [Another shrug] There's no rule for or against any particular kind of clothing, it's just that being ashamed of having a body is something that happens to other worlds.

No reason it couldn't be cargo pants, just that most persons don't need that many pockets; everything important and portable is probably in one's handbag or other carry-all.

...Heibon-san turned to Uikipedia to help me out, but it looks like you're actually right. To meet their definition of a pseudo-hermaphrodite, you have to be born with only one gender's gonads. People in my world are born with both; it's just that only one set, and the corresponding, um, genitalia stay functional into adulthood. Both genders keep a mostly feminine form; maybe gynandromorph would be a better word.
